    ST. PETERSBURG — A 57-year-old woman has won $1 million in the Florida Lottery. Phyllis Turner won the prize playing the $10,000,000 Florida Cash Scratch-Off game. Turner chose to receive her winnings as a one-time, lump-sum payment of $775,918.80. She purchased her ticket from Gulfport Mini Mart, 1615 58th St. S. The retailer will receive a $2,000 bonus commission.

    ST. PETERSBURG — The City Council approved $168,500 for design costs for 25 transient boat slips in the city's Municipal Marina.
