    A tropical storm drenched the Tampa Bay region this week, and once again the city of St. Petersburg is dumping partially treated sewage into local waterways to deal with the overflow. With hurricane season just beginning, Mayor Rick Kriseman needs to step up the pace on addressing this urgent problem and be candid with the public about it. This can't wait for years to be resolved.     When the sewer system in St. Petersburg became overwhelmed by rain from Tropical Storm Colin the city had to pump sewage into Tampa Bay. St. Pete Beach had the same problem and pumped sewage into Boca Ciega Bay.
